The same thing happened to me at www.ncl.ac.uk/library. It was still
usable but inefficient: the journals were not kept on the same floor
as Chem Abs and the recent journals are hidden behind a password
protection system on the computers. As for remote access - not a
chance.
I offer no solution (writing to local politicians, RSC etc all to no
avail) but I would seriously advise making contingencies for closure.
I know that this sounds extreme but the RSC (in the UK) and the ACS
just don't care nor do they get it.
This failing isn't necessarily their fault: most researchers never
have to pay for their papers. The authors of this blog
http://totallysynthetic.com/blog/ for instance, obviously don't get
how pointless and offensive their blog is, since all links lead to
some sort of 'authorization required' page unless you're in some sort
of clique. Did they really set out to tell the world about something
that only a tiny fraction of are able to access? This is a fair
reflection of the attitude and depth of vision of most
institutionalised chemists.

ps not to criticise the blog from the point of view of the chemistry,
though. If you are prepared to do without the primary literature they
reference - fine.
