The amine hydrochloride can be taken in dioxane or toluene and add 0.4 eq of
triphosgene followed by 2 eq of diisopropylethyl amine (triethylamine or
aquesous bicarbonate will also do). The reaction mixture is refluxed for ca.
2 hours and you may also follow the reaction by TLC. In the case of aqeous
base, methylene chloride can be used as a solvent and reaction can be done
in room temperature. Even sulphonamide can be treated this way to get
sulphonyl isocyanate!!!
