Dear Jai,
Another reagents for preparing carbamates are p-nitrophenylchloroformiate
or phenylchloroformiate. We have used them both for normal reactions and
solid phase. See for example J. Org. Chem. 1993, 58, 6990 and J. Med. Chem.
2000, 43, 1123.
You can also try DPPA, Et3N in toluene.
