i would suggest using imidazole in dry CH2Cl2 as your base, add the diphenylchlorophosphate dripwise to the sol'n of imidazole and substrate at 0 degrees C, allow reaction to stir at room temperature, reaction is complete after ~4hrs for primary -OH
