Hi,

I guess that the simplest way is to oxidize the starting material with air,
by bubbling in the presence of catalyst for PTC like Adogen 336 or similar.
If I'm correct this procedure is described for unsubstituted fluorene in
many books for student practical courses of organic chemistry and many
years ago also in Journal of Chemical Education. Hope this helps you.
