Dear Mirella,
1. There's no cheap way of going industrial! There are only right or wrong ways.
2. A couple of industrial setups may be succesful: a brewery where you may
ferment hydrolyzed cellulose or wood, followed by distilltion; a catalytic
setup for addition of water to ethylene.
3. The method you choose notwithstanding, everywhere in the world you will
end up confronting the authorities, because ethanol is central to booze
making, and they want their share in that line (remeber Queen Anne's
gallon) or to ban production altogether.
