Hi! s.mylswamy:

       in fact,there is some influences of secondary amine functionality
present in the piperazine moiety .i have the
same experience though that isn't piperazine.
       I think you can try to protect the hydroxy with
TBDMS(t-Bu Dimethyl Silyl Chloride) .but the principle
to select protecting group must base on the synthetic routine
