I think you need a Mo or W catalyst in addition to the H2O2. I believe this
method is selective for secondary alcohols over primary. See Tet. Lett. 1984,
vol. 25, 173.
and JACS 1992, vol 114, 7375, for W see JOC 1988, vol 53, 3587.
