In this case they are the unstable intermediates in Huisgen's method
of setting up nitrile oxides through chlorination of aldoximes, and
you should in fact search for reviews on 1,3 dipolar cycloadditions
for synthetic references.

They usually involve NCA in wet ethyl acetate and potassium
bicarbonate. In the absence of unsaturated species to add to, the
dimerize to give 1,2,5-oxadiazole-N-oxides.
