Well, some other information that might be useful in your
colleague's search is that the chemical is also known
as ethylenimine and its CAS Registry number is 151-56-4.

There are two syntheses listed in the Merck index,
JACS 77, 5915 (1955) and
Org. Syn. Coll. Vol. IV, 433, (1963)

I suppose that the paucity of commercial suppliers
is related to the facts that this highly volatile,
highly corrosive acutely toxic chemical is also listed
as a carcinogen by OSHA.

I hope you will not think it presumptuous of me,
but perhaps your colleague would be wise to consider
an alternate synthesis route?
