Hello Antonio,
Your question is short but the answer is not simple. The effect finds
expression in the kinetics and selectivity of aromatic substitution, the UV
and NMR spectra, various physical and chemical properties of the compounds,
etc. I recommend you have a look at good books on organic chemistry,
including some "classical" ones such as Ingold's and Hammett's, where the
effects are described and analized. A more modern review can be found in
S. Patai (ed), The chemistry of the carbon-halogen bond, especially the
chapter on directing and activating effects.
